Is it an electric handbrake or conventional?

I couldn't really tell you unless I search ElsaWin.

2009-2010 Type Code 3D653A Phaeton 3.0 TDI-CR is that the same Type Code as yours?

You can get the Type Code of the data sticker. Data Sticker/Options Sticker and Engine Codes

Foot handbrakes aren't conventional in the UK only USA. I can't say as I haven't looked inside a Phaeton.

    Yes there is.
Underneath the car where the brake cables exit the body there are adjusters; one for each side.

There is only one brake cable exiting the body, 3D2 609 721 for right hand drive, into the equaliser element where it splits off into two cables.

Yes, where it splits into the two cables are adjusters so you can wind the cables in or out. I had to tighten my cables as they had stretched and the parking brake was going all the way to the floor.
