Oil leak around injectors 2011 vw caddy

Hi, this is my first post and I have zero mechanical knowledge so please forgive if I'm not using the correct jargon!

I've got a recurring oil leak on my 2011 Caddy Maxi 1.6 TDI. Engine oil is leaking into the recesses around the injectors. (It's definitely oil, not fuel).
I've had it 'fixed' twice now but it keeps coming back. The mechanic has changed the seals around the injectors twice - one set on top of the rocker cover and one set below I think but I may have got that wrong.
Tomorrow he's going to check for hairline cracks in the rocker cover as someone at vw has told him that this happens regularly and creates an oil leak.

Other things to note are that:
The oil is actually bubbling around the injectors and its losing a lot of oil.

When the engine is running and I remove the oil cap there seems to be pressure as there's steam coming out.

this van had 4 new genuine vw injectors last year.

I've owned the van for just over two years.

I'm pretty desperate as this van is my livelihood and I'm not convinced that it's going to be fixed anytime soon!

    Any advice much appreciated
