Can't register new key

Hello, I'm trying to make my golf 4 2001 register a new key, I can get VagTacho to work and get the pin, but when removing the old keys and registering the one and only I have I get this:

Command not accepted!
Number of Old Keys: 03
Command not accepted!
The Key is not accepted, or can not be read!

Then I tried with VCDS and when I go to instruments module, after some seconds of thinking it gives me the "Too many communications to continue" error. I heard it may be the cluster that is dying or the chip in my new key, how I could check that?

Why the hell do members post using the stupid fonts/colours!!! it looks crap. Just use the default ones.

To shows VCDS codes just put them on CODE tags it as simple as that?

Possible Cause:
Malfunction Indicator Lamp (MIL)(K83) active.
Immobilizer Warning Lamp ON.
Engine starting but stalling immediately.

Key(s) not matched.
Instrument Cluster not matched.
Engine Control Module (ECM) not matched.
Engine Control Module (ECM) Power Supply faulty.

Possible Solutions:
Check for Fault Codes in Immobilizer itself (part of Instrument Cluster in many cars, but separate Immobilizer Control Module in some).
Check Immobilizer Measuring Value Blocks (MVB) (usually in Instrument Cluster or Immobilizer Control Module).
Match Key(s)/Instrument Cluster/Electronic Control Unit (ECU).
Check Engine Control Module (ECM) Power Supply (Relay).

Special Notes:
In case of Engine Starting Issues please make sure that you are really experience an Immobilizer related Problem! Even if the Immobilizer engages, the Engine will still start fine but cut out after 2-3 Seconds. If you are NOT experiencing this behaviour (e.g. Engine doesn't start at all) your Problem is very likely NOT Immobilizer related.
May be stored in Combination with 01176 - Key: Signal too Low in Immobilizer Control Module.
If no other immobilizer related fault codes are stored and the immobilizer related measuring blocks are fine except Engine Start not allowed, in rare occasions it helps to try cold-booting the car. Remove both battery cables from the battery. Short the battery cables together (away from the battery) for about 15 seconds. Reconnect the battery. (Example.)
Low battery voltage (including a faulty battery) may cause Immobilizer system malfunctions and testing should be done only with a known good battery installed.

Fault Location:
Supply Voltage Terminal 30 - Signal Outside Specifications/Signal Voltage too Low/Lower Limit Exceeded/Upper Limit Exceeded/Implausible Signal

Possible Cause:
Poor or no function of radio set.

Fuse(s).
Wiring/Connector(s) from/to Control Module faulty.
Power Supply (Battery/Generator) faulty.

Possible Solutions:
Check/Replace Fuse(s).
Check/Replace all faulty Wiring/Connector(s) from/to Control Module.
Read Measuring Value Blocks (MVB).
Battery voltage below 9.5V, battery insufficiently charged.
Check Power Supply (Battery/Generator).

Special Notes:
When found in an individual control module, it's most likely a local source (e.g. Wiring/Connector(s).
When found in multiple control modules at the same time, it's most likely a common source (e.g. earth spot, battery, generator).
Intermittent codes are often stored during low outside temperature when the battery capacity goes down and may be ignored.

When found in a 2005 through 2007 2.5L NAR (North American Region) (1K) Jetta check the T121/62 (Red/Black) traced power wire to the ECM. If power is missing or a voltage drop is present that wire may be damaged anywhere between 6" and 18" from the connector itself. This will result in no communication in addition to a no-start.
Based on 2.5L Jetta feedback over the years a majority look like this example, however some are damaged further away per this example: with the close-up and distant views.

Well update, I've reconnected everything good now I have less errors and I checked some instruments settings that could help but I don't know too much, I'll be investigating what all of that means.

I should have a dtc of Airbag resistance too high I don't know what it isn't showing thou, and the lighting is a short I have to look fof.c
I got like an error in the connection while doing the scan. This time I could get to the instruments module and investigate a little bit but it didn't let me change the keys or anything, like I could not set the keys to 0 or 1.

Your version of VAG TACHO is probably unofficial and I have never been able to get VCDS to programer in a new key chip. You will probably have to take the car to a VW dealer or specialist who has the dealer system ODIS but there are car key specialists both fixed and mobile. If you have a garage you know you could try asking them if they will tell you who they use as most would probably be happy to not get involved anyway, key chip programming is a miserable thankless task people do not like paying for.

Hi, I brought the car to the mechanic again and they told me again that the instrument cluster is broken, because they couldn't do anything just like me with VCDS.
I was wondering if this cluster is compatible with mine:

"All relevant coding and adaptation values have been transferred from the OLD (ORIGINAL) cluster to the REPLACEMENT (NEW or USED) cluster."

How I should do that, Via VAG-TACHO?

VAG-TACHO is the only way you can find the Secret Key Code (SKC) VCDS will code it if it has the SKC.

I am trying to retrieve SKC from my mk4 golf can you let me know where you bought your vag-tacho I have VCDS thank you

You are looking for the 4 digit (plus 0 in front) PIN, not the seven digit SKC as that system has ended. You could spend more buying VAG TACHO than it would cost to get it done professionally at the main dealer, what are you trying to do?. You may be able to get a local mobile chap to come and retrieve then PIN
