Having trouble with the golf - radiator fans & abs

You need a fault code read. Which temperature sensor did you change, the one on the radiator or the one on the engine? Is your car fitted with air con?
 
The temp sensor that controls the fan operation is in the radiator. You get the fault codes read by someone equipped with a diagnostic fault code reading computer.
 
It is screwed into the radiator, just in front of the radiator fan control unit which is bolted to a bracket under the battery. There are four possible sensors depending on the engine (I think it will be an AKL) and the year (I guess it is a 99) so I recon the sensor will be 1H0 959 481 B. They are quite hard to get out, I use a deep reach 30-mm socket. It is item 17 on the diagram.

Possibly, the air con isn't on is it?
 
The rear ABS sensor will come out if you heat it up.
